KATHMANDU: General-secretary of the Janamorcha Nepal Navaraj Subedi, however, expressed his party’s reservation on the understanding that aims at seeking UN involvement to supervise arms of the rebels and the Royal Nepalese Army during an election to a constituent assembly. “It is premature to reach an understanding about the management of the arms of both the sides. Condition of the UN involvement arises when a nation reduces to a failed state. But we have not faced that kind of condition yet,” he said.
