CHITWAN: Nepali Congress President Sher Bahadur Deuba said the main opposition CPN-UML did not let the House proceed with its business as it feared that the Parliament would endorse the Constitution amendment bill.

Inaugurating a training programme organised by the NC-aligned Nepal Women Association in Bharatpur of Chitwan today, Deuba said the opposition parties' decision to continue with the House obstruction blocked the democratic process.

Defending the amendment bill presented by the government, the key leader of ruling coalition said the amendment tried to implement the Constitution more effectively by addressing demands of disgruntled political forces.

That is why, the obstruction also blocked the Constitution implementation, he argued.

"The Parliament should be opened at any cost," the former Prime Minister said, "Otherwise, the UML should be responsible for it."

Meanwhile, Deuba revealed that he had discussed with the major parties a possibility to conduct local elections as per the old structure.
