As the Himalayan environment moves beyond what we have seen before, the challenge is not only to prepare for greater risk. It is to stop greater risk from becoming something communities are simply expected to absorb.
In November 2025, while crossing Langtang on the Great Himalaya Trail for a climate documentary, I walked beneath Langtang Lirung and up to its base camp before continuing west through Syabrubesi towards the Ruby Valley. Four months earlier, a glacial flood had torn through the Rasuwa border corridor. Thirteen months after that flood, another, very different catastrophe tore down the valley, a fast-moving wall of mud, rock and water smashing through everything in its path.
The two disasters arose through different processes. The July 2025 flood followed the sudden drainage of a supraglacial lake; the August 2026 disaster began with the collapse of rock and glacier ice high on the north side of Langtang Lirung. Scientists are still reconstructing the process chain, including where the extraordinary volume of water came from and what role degrading high-altitude permafrost may have played. The precise role of warming in the 26 August collapse will take time to establish. Rising temperatures are already changing the physical conditions of the high Himalaya.
Change itself is nothing new here. The Himalaya have never been frozen in time, and mountain communities know this better than anyone. Rivers shift in flow and course, slopes give way, snowfall and snowpack vary, and glaciers are continually in motion. Yet our understanding of a place is built through repetition. People learn a river's seasonal rhythms, read a slope through repeated passage and understand each winter through the memory of those before them. We build on those assumptions too. After a disaster, putting the same road, bridge or power infrastructure back in the same place can simply rebuild the risk.
Climate change is now pushing beyond what we have seen before. Nepal's prime minister, Balendra Shah, has described Rasuwa as "not an ordinary flood". The phrase poses a larger question: what happens once the extraordinary begins to recur?
We are unlikely to forget Rasuwa; the danger is that even an event remembered as unprecedented can be absorbed into ordinary life. Roads reopen, bridges are rebuilt and attention moves on. By the time the next shock comes, the threshold of what society is expected to endure may already have shifted. The extraordinary becomes normal not because we stop seeing it, but because we learn to live around it. This is the quieter politics of a warming world: not climate denial, but climate normalisation.
The August flood showed why that shifting sense of the ordinary matters. Climate scientists told me that warning times varied sharply along the corridor; at some downstream points, word that something enormous was coming may have arrived around fifteen minutes before the water, while elsewhere the interval was much shorter. Even a few minutes can save lives, but only if people understand what the warning means and know where to go. People do not experience danger as a coloured area on a hazard map; they judge it through memory and experience, through how a river has behaved before, where water has reached and what a landscape has taught them to expect. When an event moves beyond that experience, a warning may arrive before the disaster while still struggling to convey what is actually coming.
That is also why mountain communities need not remain at the receiving end of a warning chain; they can help observe change, interpret risk and shape the response. The Himalaya cannot be monitored like the European Alps: its scale, altitude and remoteness make dense instrumentation across every vulnerable glacier, lake, slope and watershed impossible. In those gaps, communities could become climate sentinels, linking local observation with satellites, automated monitoring and scientific analysis.
Those observations only matter if they can move quickly into decisions. A collapse high in the cryosphere can become, within hours, a devastating flood, an infrastructure crisis, a disaster-management emergency, an energy disruption and, along a transboundary river corridor, a matter of diplomacy. The natural world has no passport; in a rapidly changing Himalaya, scientific observations should not stop at national borders either.
Better monitoring can reveal danger earlier and better planning can reduce exposure, but neither can prevent glaciers, permafrost and high-mountain hydrology from responding to a warming atmosphere. That is where the limits of adaptation become inseparable from climate justice.
In communities I have visited in the upper Himalaya, some villagers I spoke with interpreted glacial-lake disasters through karma, as a consequence of failing to respect local deities or the moral order of the landscape. The inversion is hard to miss: those living closest to these changes can end up carrying a sense of responsibility for consequences driven largely elsewhere. If there is a collective karma in the climate crisis, it lies in this imbalance between cause and consequence.
That imbalance can also be felt within countries. Those most likely to face evacuation or loss may have the least say over how risk is defined, how adaptation money is spent or whether they are expected to move. Climate justice is therefore not only about who caused the warming, but who defines the loss and who decides the response.
The Fund for Responding to Loss and Damage now faces the harder test: implementation. Its success will depend on whether support arrives while recovery decisions are still being made, and whether it reaches the communities carrying the loss. Delay has consequences: when grants arrive too slowly, countries borrow. If those least responsible for warming must repeatedly take on debt to recover from its consequences, climate loss is being converted into sovereign debt.
Even a well-functioning Loss and Damage system operates at the point where adaptation has already reached its limits; it cannot serve as an alibi for continued warming. Mitigation, adaptation and Loss and Damage are separated in climate negotiations because institutions need categories; the Himalaya is less accommodating.
Its logic is unforgiving: deep, rapid and sustained reductions in greenhouse-gas emissions to limit further warming, adaptation to changes already underway, and grant-based finance so unavoidable losses are not borne by the countries and communities least responsible for causing them. None can substitute for the others.
Perhaps this is what it means to take seriously Shah's description of Rasuwa as "not an ordinary flood". The test is not whether we recognise that something extraordinary happened, but whether, when the next event comes, we discover that we have quietly moved the boundary of what we are prepared to call normal. The environmental baseline is already moving; our political baseline does not have to move with it.
