Dahal tears apart policy, programme

Kathmandu, May 11

Unified CPN-Maoist Chairman Pushpa Kamal Dahal today expressed discontentment at the government’s policy and programme for lacking clear vision in dealing with the issues of Madhes, setting up proper mechanism for implementation of government’s programmes and conducting civic polls.

Taking part in a meeting of the Legislature Parliament on the government’s policy and programme, Dahal said it would be difficult to hold local bodies’ polls without forging political consensus and clearing the constitutional confusion.

“Major parties have no differences regarding local polls.

However, we should look into the validity of the polls as we will have to conduct polls for the second time in a gap of a few months to implement the provisions of the new constitution if the polls were held in November/December without resolving the concerns,” he said.

He said the polls should be held after parties forged consensus and resolved constitutional complexities.

Dahal said the document reflected the government’s unwillingness to resolve the problems of Madhes.

The Maoist leader also expressed discontentment at the lack of vision in the policy and programme to accomplish the remaining work of the peace process. “There is still debate on whether the war-related cases should be looked under regular justice system or they should be settled through the transitional justice system.

The policy and programme lack clarity on this,” he said, adding the peace process could be completed only if this aspect of the process was addressed under transitional justice system.

Dahal claimed that the UCPN-M was working to forge consensus by bringing two other major parties  Nepali Congress and CPN-UML  together.

“We want to stop the anomalies of forming and demolishing governments,” he said.

Support of NC and United Democratic Madhesi Front was also imperative to forge national consensus, he said.

Dahal, however, lauded the policy and programme for bringing socialist programmes as per the spirit of the new constitution.

“There are new and progressive programmes in the document but we need to end the political instability to implement them,” he said.
