LBRC’s final report by Nov-end

The Local Bodies Restructuring Commission is planning to prepare reports of eight Tarai districts from Saptari to Parsa on its own, as the districts have not forwarded their reports due to obstruction from agitating Madhes-based parties.

The commission will then submit its complete report to the government by November-end.

Although the commission has received reports from 64 districts and three other districts are planning to submit their reports, the eight districts have not made any preparation to submit reports, according to commission’s member Sunil Ranjan Singh.

“The commission will wait until November 27 for the reports of eight districts and if they fail to submit reports by then, the commission will prepare reports of the eight districts on its own on the basis of its study. After that it will prepare and submit final report by compiling the reports of all 75 districts,” Singh said.

The eight districts include Saptari, Siraha, Dhanusha, Mahottari, Sarlahi, Rautahat, Bara and Parsa.

The commission plans to have 507 to 744 local bodies, including village councils and municipalities.

The commission is mandated to determine the number, boundaries and economic potential of village councils, municipalities and special, protected and autonomous regions as stated in Article 56 (5) of the new constitution, within one year of its formation.

After the commission submits its first report, it will begin work on determining special, autonomous and protected regions as mentioned in the new constitution and the commission will prepare the second report on the given issues by March 13.

The commission was formed on March 14 and its one year term will expire on 13 March 2017.
