All election campaign spending to go through banks as HoR polls near

KATHMANDU, FEBRUARY 5 With 28 days remaining for the House of Representatives elections, the Election Commission has made it mandatory for political parties and candidates to conduct all election campaign-related financial transactions through bank accounts. The provision is aimed at ensuring transparency and accountability in campaign financing. The Commission has enforced the Election Campaign Bank Account Operation and Management Procedures, 2082 in line with existing election laws, the Code of Conduct, and Nepal Rastra Bank directives. All registered political parties contesting under the proportional representation (PR) and first-past-the-post (FPTP) systems, their candidates, and independent candidates must route campaign income, donations, and expenses through designated bank accounts to discourage cash transactions. Political parties must obtain a recommendation from the Election Commission Secretariat to open such accounts, while candidates require approval from the respective district election office. The Commission said the system will help identify funding sources, track expenditures, and facilitate post-election audits.
