Opposition leader Angdembey calls for dialogue, consensus and result-oriented budget

KATHMANDU, MAY 12 Bhishma Raj Angdembey, parliamentary leader of the main opposition Nepali Congress, has stressed that democracy must be guided by dialogue, discussion, consensus and participation, urging the government to heed concerns raised by lawmakers. Addressing a meeting of the House of Representatives (HoR) on Tuesday, he said the Nepali Congress has provided constructive support to the government since the formation of the current parliament. He called for urgent measures to tackle rising inflation, poverty and livelihood challenges, and demanded proper resettlement guarantees for landless people and squatters, including vulnerable groups such as children and new mothers displaced from public land. Angdembey termed the formation of the Property Investigation Commission a positive step, but urged implementation of the Lamsal Commission report on property investigations of public officials from 2047 to 2059 BS. He also expressed dissatisfaction over limited time allocated for pre-budget discussions, pointing to a lack of coherence between policies, programmes and the budget. He stressed the need for clear strategies on resource management, higher capital expenditure and improved efficiency in public spending. 'The budget should deliver results rather than just offer promises,' he said, warning of mounting public debt and weak revenue mobilisation. On constitutional amendments, he emphasised the need for broad national consensus, expert input and inclusive participation. He also urged a practical approach to managing the open border with India, cautioning against policies that could adversely affect border communities, and called for stronger preparedness to address climate change-induced disasters.
