KATHMANDU, JUNE 16 All seven provincial governments have tabled their budgets for fiscal year 2083/84 (2026/27), with total allocations ranging from Rs 32.99 billion in Gandaki to Rs 66.93 billion in Bagmati, as provinces prioritised infrastructure, health, education, and investment promotion amid varying fiscal conditions. Koshi - Rs 40.44 billion, up 12.74 percent Koshi Province tabled the largest percentage increase among the provinces, with Finance Minister Vidur Kumar Lingthep presenting a Rs 40.44 billion budget, 12.74 percent more than the current year. Of the total, Rs 13.97 billion is allocated for recurrent expenditure, Rs 20.75 billion for capital expenditure, and Rs 5.56 billion for fiscal transfers to local governments. Revenue sources include Rs 5.50 billion from internal revenue, Rs 12.87 billion from revenue sharing, and Rs 9.12 billion from federal equalisation grants. The budget prioritises women's health, disability rights, and child protection, with programmes including free cervical and breast cancer screening extended to rural areas, a Rs 7 crore continuation of the 'Sakcham Chhori' girls' education programme benefiting approximately 275,000 students, and mandatory fare concessions on public transport for persons with disabilities, students, and senior citizens. Madhesh - Rs 41.13 billion Madhesh Province allocated Rs 41.13 billion, with Finance Minister Yuvaraj Bhattarai prioritising agricultural innovation, entrepreneurship, education, and health. Capital expenditure stands at Rs 26.47 billion and recurrent at Rs 14.66 billion. Revenue sources include Rs 11.22 billion in internal revenue, Rs 12.83 billion from revenue sharing, and Rs 9.49 billion in equalisation grants. Notable announcements include a 100-day employment guarantee programme for youth aged 18 to 35, a 'Hello CM App' and toll-free hotline for governance complaints, a 10 percent salary increase for provincial employees, and a rebranded girls' education programme. The budget bars allocations below Rs 1 crore per scheme and prohibits new vehicle purchases to redirect spending toward capital formation. Bagmati - Rs 66.93 billion Bagmati, the wealthiest province with a projected per capita income of USD 2,644, the highest among all provinces, tabled the largest budget at Rs 66.93 billion under the theme 'Campaign for a Prosperous Bagmati: Good Governance, Technology and Production.' Finance Minister Prabhat Tamang allocated Rs 43.97 billion for capital expenditure and Rs 22.96 billion for recurrent spending. The province projects a growth rate of 5.40 percent for the current fiscal year, against a national average of 3.85 percent. Key provisions include a Rs 20 crore housing programme for destitute families, CCTV-based digital crime tracking across public spaces, full waiver of penalties for unrenewed businesses that settle dues by Poush end of 2083 BS, and a 50 percent discount on land registration fees for specific agricultural, energy, and manufacturing investments. Women, single mothers, senior citizens above 70, and orphaned minors receive 25 to 35 percent discounts on property registration. Gandaki - Rs 32.99 billion Gandaki presented a Rs 32.99 billion budget under the theme 'Prosperous Gandaki: Progress Through Production, Entrepreneurship and Good Governance,' with capital expenditure comprising the dominant 60.68 percent share at Rs 20 billion. Finance Minister Jitbahadur Sherchan anchored the budget around two flagship campaigns, 'Invest Gandaki' to attract private investment and 'Return to Village' to draw youth back to agriculture. Infrastructure received the largest sectoral allocation at Rs 11.96 billion, followed by energy and water at Rs 4.77 billion and health at Rs 3.21 billion. An IT park is planned for Pokhara. Tourism and industry together received Rs 2 billion, with allocations for Dhaulagiri trekking circuits, religious tourism routes linking Damodarkunda, Muktinath, Galeshwor, and Triveni, and Dhorphatan wildlife tourism upgrades. Lumbini - Rs 37.38 billion Lumbini Province tabled a Rs 37.38 billion budget under the theme 'Prosperous Lumbini, Happy Citizens,' down from Rs 38.91 billion in the current year. Finance Minister Dhanendra Karki allocated Rs 22.71 billion for capital and Rs 11.11 billion for recurrent expenditure. Health received Rs 5.65 billion, with Rs 2.12 billion for hospital construction and upgrades, Rs 3.50 crore for mobile medical vans to extend specialist services to remote areas, and telemedicine from Lumbini Provincial Hospital. The Rapti Provincial Hospital will be upgraded to 200 beds. Lumbini Technical University receives Rs 11 crore for an innovation centre. The province will also introduce an 'Udyam Vikas Kosh' startup fund, restructure into eight ministries, and continue supporting Rs 2 lakh per person for kidney, heart valve, and cancer treatment. The budget prohibits allocations to tobacco and alcohol industries. Karnali - Rs 35.39 billion, up 7.28 percent Karnali tabled Rs 35.39 billion, 7.28 percent more than the current year's Rs 32.99 billion, with Finance Minister Rajeev Bikram Shah placing health, infrastructure, and education at the centre. Capital expenditure stands at Rs 20.74 billion. Infrastructure allocations include Rs 65 crore for 14 strategic roads, Rs 36.75 crore for 122 new suspension bridges, and Rs 75 crore for an integrated administrative complex. Birendranagar, Narayan, and Dunai will be developed as smart cities with Rs 37 crore. In health, female community health volunteers will receive a 100 percent increase in incentive allowances to Rs 24,000 annually. Karnali Provincial Hospital will be developed into a health sciences institute. Rs 21.35 crore is allocated for tourism promotion at Rara Lake, Kakrebihar, Bulbule Park, and Syarpu Lake in Rukum West. Surkhet airport upgrade will receive Rs 5 crore. The province will also develop Karnali as a wellness tourism hub through Ayurveda and alternative medicine under the 'Karnali Samagra Arogyata Abhiyan.' Sudurpashchim - Rs 37.70 billion Sudurpashchim Province tabled a Rs 37.70 billion budget at a late-night session of the Provincial Assembly on Sunday, with Finance Minister Bikram Singh Dhami presenting the estimates past 11:45 pm amid an opposition boycott, opposition members walked out, with one ruling party member also criticising the government for failing to table the budget on time. The budget marks an increase from the current year's Rs 33.47 billion. Revenue sources include Rs 1.72 billion from internal revenue, Rs 10.24 billion from federal revenue sharing, Rs 9.06 billion in equalisation grants, and Rs 9.62 billion in projected savings from the current year.
