House to pass bills on criminal code today

Kathmandu, August 8 The Parliament is set to pass the long-awaited bills related to criminal offences and punishment, which will replace parts of age-old Muluki Ain tomorrow. According to a tentative schedule published by the Parliament Secretariat, Minster for Law Justice and Parliamentary Affairs Yagya Bahadur Thapa will propose the bills, along with the reports of the legislation committee that were passed two months ago. Minister Thapa will propose the bill on penal code first, followed by the criminal legislation bill and the bill on criminal offences (sentencing and implementation). The bill on penal code provisions life sentence for six ‘heinous” crimes, including murder after rape, murder after taking someone a hostage, genocide, killing after hijacking a plane and killing by poisoning of water sources. The bill also proposes to penalise police personnel who while registering first information report knowingly omit significant evidence. The bill also proposes to register FIR through email and other media. According to Legislation Committee Member Rewati Raman Bhandari, the bills related to civil code will be presented in the next meeting after tomorrow. The House will also pass the three bills drafted to implement the concept of inclusion. Deputy Prime Minister and Minister for Federal Affairs and Local Development Bijaya Kumar Gachhadar will propose the bill related to Madhesi, Tharu and Muslim commissions. The House will also discuss the health insurance bill after endorsing it. Minister of Health Giriraj Mani Pokharel will propose a discussion on the bill.
