Favouritism plaint against CDO filed at CIAA

A complaint was filed today at the Commission for Investigation of Abuse of Authority (CIAA)against the Chief District Officer of Kabhreplanchowk, Shambhu Koirala. He has been accused of favouring an accountant of Panauti municipality, Krishna Prasad Shainju, who was caught taking bribe red-hand four months ago and arrested.
“Though action has been taken against Shainju, the CDO who is supposed to take action against all non-gazetted officials in the district, has recently reinstated Shainju to his post,” the complaint states. Shainju had been suspended after his arrest. He was arrested by CIAA officials for taking a bribe of Rs 10,000. “Koirala and Shainju were involved in a scam regarding a tender on building a metalled road in Panauti municipality,” advocate Kedar Luitel has said in his complaint.
The CDO has been vested with the power to take necessary action against any non-gazetted official outside Kathmandu Valley by the anti-graft body regarding corruption cases. “Koirala has been favouring Shainju despite action having been taken against him,” the petitioner added.
