KATHMANDU: Experts fear of rampant cheating of Nepali trainee workers while sending them to Japan. “The process is yet not transparent as the Ministry of Labour and Transport Management (MoLTM) has not made it public,” complained a senior official at the line agencies. The Japanese International Training Cooperation Organisation (JITCO)’s process to send the industrial trainee could be yet another golden opportunity for some industries and manpower agencies to ‘earn money’ by issuing false certificate of industrial trainee. Japan is a dream destination for Nepali youths. Many youths have also started learning Japanese language after the ministry started selection of manpower agencies in April. The MoLTM has selected 170 foreign employment agencies. “But they have no experience in sending industrial trainees,” the source said adding, “how the employment agencies could send trainees as they need to have industrial training.” As JITCO only accept industrial trainee, foreign employment agencies must have to get industrial accreditation for the people they are sending. “Some of outsourcers have already started collecting money from prospective trainees,” said an official at the Department of Foreign Employment. However, MoLTM has issued a strict warning — on May 13 — not to collect money from anyone. “We are seriously concern over the activities of some agencies who are collecting money from people in the name of sending Japan through JITCO,” the ministry’s warning read. Likewise, some of the Japanese language institutes are also issuing certificates without giving proper classes.
