KATHMANDU: The National Information Commission (NIC) today took a decision enabling students to see their marked answer sheets if they are not satisfied with the secured marks in the examination. Binaya Kumar Kasaju, chief commissioner, NIC, said, “According to Right to Information-2064 BS, it’s the right of the students to see their answer sheets in case they are not satisfied with the marks they have obtained.” “A lots of irregularities are seen in the examination system these days therefore the provision to see the corrected answer sheets won’t only improve the examination system but also improve the education system as well,” he argued. The students should give application to concerned sector within six months of the publication of result if they want to see their checked answer sheets. Bijaya Aryal, a third year students, after he was denied the retotalling of his BBS first year paper by the Office of the Controller of the Examinations, Tribhuvan University, had approached NIC on July 23. Kasaju said that the new decision in favour of the students would help to make the examination system more transparent and credible. Keshav Aryal, Bijaya’s colleague, said that he was very happy to get such decision from the NIC. “Now the students have got justice in real sense because due to lack of transparency and carelessness in the marking of the answer sheets, many brilliant students are not getting good marks they deserve.” Meanwhile, the TU’s main implementing body is dissatisfied with the NIC decision. It has decided to go to Supreme Court. Narayan Khanal, legal advisor, TU, said that without considering its impact in future, NIC took unilateral decision which was not practical. “The NIC has not clarified that the decision would be applicable to only Bijaya Aryal’s case or all other students,” adding, “What if examinees of Public Service Commission’s exam and other types of examinees too demand to see their answer sheets on the ground of this decision?”
