Consensus eludes CA committee

KATHMANDU: The Constituent Assembly Committee on Forms of Governance today failed to agree on common system of governance as all the proposals floated by major parties were unable to garner majority in the election.

The committee had conducted the polls after the parties were adamant in their stances.

The proposal of the UCPN (Maoist) of presidential system received 18 votes while the 20 panel members voted against it. A joint proposal of Nepali Congress (NC) and the CPN-UML garnered 16 votes in its favour and 21 against it. Another proposal forwarded by Tarai Madhes Democratic Party (TMDP) received only three votes. Of the 43 members, only 30 were present during the election.

Lawmakers from the NC and Maoists engaged in a dispute for a moment as the Maoists members claimed that their proposal should

be agreed upon, claiming

that they got more vote

in their favour.

The Maoists have proposed for an all powerful president, who is to be directly elected by the people. They are also in favour of inclusive cabinet accommodating all parties on the basis of their proportional representation in the legislature parliament.

According to the joint proposal of the NC and UML, the constitutional president should be elected from both the Upper House and provincial parliament. The Prime Minister will be elected from the Lower House of centre legislature parliament with the majority and enjoys full executive powers.

The two parties proposed that no-confidence motion cannot be filed against the PM up till one year. Similarly, if any parties file the no-confidence motion against the PM after one year, they have to name the alternative person for the post.
