KATHMANDU, AUGUST 8

The government today unveiled the decisions made during the Council of Ministers meeting held on Tuesday.

Minister for Communications and Information Technology and government spokesperson, Prithvi Subba Gurung, announced the 14 decisions of the Cabinet.

The meeting resolved to form a negotiation team to consider accepting a $20 million grant and a $10 million loan from the Asian Development Bank to implement the 'Climate Resilient Landscape and Livelihood Project'.

Additionally, the meeting approved the signing of a Memorandum of Understanding (MoU) to receive a grant of approximately Rs 6.58 billion (38.5 million pounds sterling) from the UK government to implement the "Samartha: Enhancing Gender and Human Development Outcomes through Systems Strengthening" programme.

Similarly, Minister Gurung stated that the government has decided to accept a MoU for another grant of around Rs 6.58 billion (38.5 million pounds sterling) from the UK government to implement the 'Resilience, Adaptation, and Inclusion in Nepal' programme.

The meeting decided to appoint Shyamji Pradhan, a judge of the High Court Tulsipur, Nepalgunj bench, as the law member and chair of the Revenue Tribunal, Nepalgunj, under the Ministry of Law, Justice, and Parliamentary Affairs.

According to the Cabinet's decisions, Secretary Uday Raj Sapkota (Truth and Reconciliation Commission) has been transferred to the Ministry of Law, Justice, and Federal Affairs, while Secretary Phanidra Gautam (Ministry of Law, Justice, and Federal Affairs) has been reassigned to the Office of the Prime Minister and Council of Ministers.

The Cabinet also decided to promote officers of the gazetted first class of the Nepal Judicial Service's law group to the special class, with corresponding postings assigned.

As part of these decisions, Joint Secretary Alok Chandra Shrestha of the Defence Ministry has been appointed as Secretary of the Truth and Reconciliation Commission, and Joint Secretary Parashwor Dhungana of the Nepal Law Commission has been promoted to Secretary within the same commission.

Judge Janak Pandey of the High Court, Surkhet, has been appointed as the Chair of the Labour Court.

Regarding the Home Ministry, the Cabinet decided to promote Deputy Inspector General of Police, Ram Dutta Joshi, to the rank of Additional Inspector General of Civil Police of the Nepal Police.

Additionally, the Cabinet approved the transfer of Additional Inspector General of Nepal Police, Deepak Thapa, from the Kathmandu Valley Police Office to the Central Investigation Bureau, Shyam Lal Gyawali from the Central Investigation Bureau to Nepal Police Headquarters, and Kiran Bajracharya from Nepal Police Headquarters to the Kathmandu Valley Police Office.

Concerning the Defence Ministry, the government decided to promote a Brigadier General to the rank of Major General, four Colonels to Brigadier General, one Lieutenant Colonel to Colonel, and one Acting Colonel to Colonel.

The government also decided to rescind the 2080 Directives related to the Appointment, Conditions of Service, and Facilities for the appointment of the National Security Advisor to the National Security Council.

For the Ministry of Urban Development, the Cabinet decided to appoint Rajesh Kumar Bhochhibhoya, Deputy Manager of the Municipal Development Fund, to a three-month term under the Town Development Fund Act, 2053. Additionally, one office-bearer was appointed as a member of the Municipal Development Fund Board of Directors in all seven provinces.

The Cabinet appointed Mayor of Rangeli Municipality, Dilip Kumar Agrawal, in Koshi Province; Mayor of Barathahawa Municipality, Kalpana Katuwal, in Madhesh Province; Mayor of Gokarneshwor Municipality, Deepak Risal, in Bagmati Province; Deputy Mayor of Pokhara Metropolitan City, Manju Gurung, in Gandaki Province; Mayor of Tilottama Municipality, Ram Krishna Khand, in Lumbini Province; Mayor of Panjari Municipality, Lal Bir Bhandari, in Karnali Province; and Mayor of Lamkichuha Municipality, Sushila Shahi, in Sudurpaschim Province.

Regarding the Ministry of Culture, Tourism, and Civil Aviation, a three-member probe commission was formed under the coordination of Subas Thapa, a senior pilot of the Nepali Army, to investigate the Air Dynasty helicopter crash that occurred on August 7 in Suryachour, Shvapuri Rural Municipality, Nuwakot district. The commission has been tasked with submitting its report within 30 days.
