Home ministry signs performance contract with CDOs

The Ministry of Home Affairs concluded performance contract with chief district officers of three districts — Kathmandu, Lalitpur and Bhaktapur — today.

Home Secretary Perm Kumar Rai entered into the performance contract with Kathmandu CDO Ram Prasad Acharya, Lalitpur CDO Premraj Joshi and Bhaktapur CDO Narayan Prasad Bhatta amid a function organised at the MoHA.

As per the performance contract, the Ministry of Home Affairs will evaluate the overall performance of the CDO in six areas — peace and security, good governance and service delivery, social reforms and transformation, disaster management, coordination and facilitation, and integrity and financial discipline.

The full mark for performance appraisal of chief district officers is 100. The ministry will provide marks on the basis of their achievement.

Secretary Rai directed the chief district officers to fully comply with the indicators referred to in the performance contract and carry out their duties and responsibilities to achieve cent per cent results.

The ministry will strongly enforce the performance contract to develop a system of evaluating the performance of district administration offices and chief district officers, he informed.

Point No 26 of the Home Administration Reforms Action Plan, 2018 made public by Minister for Home Affairs Ram Bahadur Thapa states that the Ministry of Home Affairs will conclude performance contract with departmental heads, chief district officers, and chiefs of security agencies under it to make them more competent, strong, service-oriented and responsible by bringing about reforms in service delivery mechanisms.

Secretary Rai said the performance contract would help the ministry develop and adopt reward and punishment policy.

“With the signing of performance contract, the chief district officer should think that their performance is being monitored and evaluated by the line ministry and I strongly direct the concerned parties to fulfil the duties and responsibilities referred to in the contract,” he said.

According to the Ministry of Home Affairs, it will conclude performance contract with all chief district officers within the a few days.
