The Kathmandu District Administration Office (DAO) has urged everyone to celebrate the Holi festival in a dignified and civilized manner, emphasizing the need to maintain public order and social harmony.
In a notice issued on Tuesday, the DAO extended best wishes on the occasion of Phagu Purnima (Holi), highlighting its historical and cultural significance in promoting brotherhood and unity. However, it also noted that in recent years, Holi celebrations have become more extravagant and disorderly.
"The Social Behavior (Reform) Act and Regulations, 2033 BS have systematized and regulated the celebration of religious, social, and cultural festivals. Therefore, we urge everyone to refrain from activities that disturb public peace and security," the notice stated.
The DAO has strictly warned against public disturbances, quarrels, excessive alcohol consumption leading to disorderly conduct, and actions that violate social and family decorum. Additionally, the notice emphasized that throwing colors or water on others without their consent, using water balloons or sprays without permission, and reckless behavior that could cause accidents must be avoided.
The administration also reminded the public to respect the rights of others while exercising their own and warned that anyone found engaging in unruly, indecent, or illegal activities will face legal action as per the prevailing laws.
Holi will be celebrated in the hilly region on Wednesday, while the Terai region will observe the festival on Thursday. The government has declared a public holiday in the hilly region on Wednesday and in the Terai region on Thursday in celebration of the festival.
