The National Human Rights Commission said it dealt with 4,214 complaints in the fiscal 2021-22.

According to a brief report released by the rights body, it investigated 1,554 complaints that were maintained in the Investigation Section of the NHRC for decision and 2,660 complaints are under investigation in its provincial offices.

Likewise, the NHRC settled 351 complaints and made 91 recommendations to the government. Most of the recommendations are related to economic, social and cultural rights of citizens.

Of the complaints settled by the rights body, nine were removed from the records after the government implemented them. Similarly, 251 complaints are pending. The NHRC lamented that the recommendations made by it in the fiscal 2021-22 were not implemented by the government as expected.

It is holding regular discussions with the government officials, Human Rights Committee of the Federal Parliament and other stakeholders for speedy and effective implementation of the recommendations.

The NHRC has been making recommendations to the government on incidents of human rights violation after registering complaints, and conducting monitoring and investigation since 2000.

Although implementation of the recommendations, decisions or orders of the NHRC is legally binding, the implementation status is not satisfactory. Despite repeated discussions and debates on this issue, no conclusion has yet been reached. The recommendations being implemented are often concerned with providing monetary compensation. The recommendations made with regard to legal action against those involved in human rights violations and investigation of the incidents are yet to be implemented.

It is an irony that some government officials, who have been recommended for action over human rights violations, are often promoted.
