Parties' tussle impede local development

LALITPUR: A dispute engulfing the all-party mechanism has deferred the breakdown of expenditure on projects and programmes meant for the Lalitpur Sub-Metropolitan City (LSMC) for the current fiscal year.

Binod Prakash Singh, chief executive officer, LSMC said that despite the approval of the budget, the board meeting of the all-party mechanism was yet to break down the budget and specify the expenditure heads.

LSMC has an estimated budget of Rs 380 million for the current fiscal. An estimated Rs 130 million has been allocated for the administrative expenses and Rs 250 million for development, added Singh.

Singh said that Rs 50 million would be spent on projects that were not completed last year.

Meanwhile, frequent transfer of chiefs has also been partly blamed for the poor performance of the civic body.

The government has transferred four executive officers of the LSMC, including Singh himself, within the space of a year although they were originally appointed for a two-year term.

Chandra Shova Shakya, architect at the Heritage Department of LSMC, said that important works were halted due to inordinate delay in budget breakdown.

“The political parties dispute this and instead blame the administration for lapses,” she said, adding, “Neither do they allow us to work as per the rule nor do they decide in time.”
