Performance contract made mandatory for local levels

The Local Levels Administrative Organisation and Employee Management Order, 2017 has made it mandatory for local levels to enter into performance contract with chief of agencies under it.

The MoFALD has identified 14 indicators with varying weightage for a total of 250 marks. Local infrastructure development carries weightage marks of 50; good governance, administrative management and control 39 marks; and service flow and information technology carry 20 marks.

Similarly, environment protection and sanitation carry 18 marks; financial administration and discipline 17; participatory plan 15; gender and social inclusive development 15; monitoring and evaluation 15; internal resources management 12; social security and personal incident registration 12; land use and management 10, thematic area development nine; livelihood and income generation five; and miscellaneous 13 marks.

Local levels that attain 0 to 40 per cent, 40 to 50 per cent, 50 to 60 per cent, 60 to 80 per cent, 80 to 90 per cent, and more than 90 per cent will be rated as poor, low, average, good, high, and excellent respectively.

The performance contract aims to make the local levels and agencies under them more competent, strong, service-oriented, and responsible by bringing about reforms in service delivery mechanisms.

The MoFALD will facilitate and coordinate with other ministries on cross-cutting issues to assist the district in achieving their targets, read the order.

Meanwhile, the order has provided for a provision of assigning duties and responsibilities to civil servants by the concerned local level itself. “Local level shall assign the duties and responsibilities to the employees posted or deputed by the government agencies. Such employees shall also receive remuneration and other facilities from the same local level where they have been stationed,” read the order.

It has also prohibited the local levels from appointing any employee until the adjustment of employees under Article 302 (2) of the constitution. However, they may hire technical employees on contract basis through open competition.

Such contract shall cease to be effective after the adjustment of employees or posting of permanent ones.
