A high-level probe committee investigating the Bhadra 23–24 incidents has submitted its report to Prime Minister Sushila Karki.
The over 1,000-page report was prepared by a commission led by former justice Gauri Bahadur Karki, with former additional inspector general of police Bigyan Raj Sharma and legal expert Bishweshwar Prasad Bhandari as members.
After submitting the report, Sharma said the panel questioned around 200 individuals and consulted experts before finalising its findings. The report has recommended action against those found responsible.
Chairperson Karki said the commission worked impartially and in good faith, including only facts established during the investigation. He added that the report also contains recommendations to prevent similar incidents in the future.
"The incident stemmed largely from poor governance and weakened regulatory institutions," Karki said, noting delays in the judiciary and executive bodies and the practice of political power-sharing in judicial and constitutional appointments had fuelled public frustration.
Sharma said the commission's role was limited to fact-finding, and relevant authorities must now carry out further investigation and take action based on the report.
Member Bhandari said implementing the report's recommendations on good governance could significantly improve the country's situation.
