The government has directed all ministries to implement within seven days a comprehensive relief and rehabilitation package for the families of those killed and injured during the Gen-Z movement of September 8-9, 2025.
The Prime Minister and Council of Ministers' Office formally approved the integrated package, covering martyrs' recognition, injury reclassification, healthcare, education, employment, social security, and compensation, and has instructed every concerned ministry to begin implementation without delay. Home Minister Sudan Gurung, who has been closely involved in advocating for the movement's martyrs and injured, confirmed on social media that the directive has been issued to all ministries with a seven-day implementation deadline.
The package, a 24-point action plan coordinated across multiple ministries, includes the following key provisions:
The Ministry of Home Affairs is to finalise relief and emergency expenditure arrangements, coordinate monthly livelihood allowances for martyrs' families, and establish a single-window system for healthcare and psychosocial services for the injured. Families of 10 individuals who died in custody - including five at Balsudhaar Griha, two at Dhadingkot prison, and three at Ramechhap prison - are to receive Rs 500,000 each in relief.
On healthcare, seriously injured individuals are to receive free treatment, surgery, and regular health check-ups under a fast-tracked health insurance scheme to be prepared within 15 days. Private hospitals have been called upon under corporate social responsibility provisions to support free treatment for the most severely injured.
For education, children and siblings of martyrs and seriously injured individuals are to receive full free schooling and support up to graduate level. Students whose studies were disrupted due to movement participation are to be provided appropriate academic arrangements.
On employment, martyrs' families and seriously injured individuals are to be given priority in contract employment at government bodies. Soft loans of up to Rs 1.5 million for up to five years are to be made available to those wishing to start businesses. Customs duty exemptions are to be extended on vehicles and electric transport for self-employment purposes.
The package also provides for: integration of martyrs' and injured individuals' identity into a unified national identity system within one month; 50 percent discount and seat reservation in public transport for seriously injured identity card holders; free prosthetics, three-wheel scooters, and mobility aids within three months for those who lost limbs; and a special state honour programme on Martyrs' Day, Magh 16, 2083.
A cabinet-level screening committee is to be formed to review cases of individuals still in detention in connection with the movement and to consider withdrawing associated cases, except for serious and heinous crimes. A dedicated Gen-Z Welfare Council is to be constituted to facilitate and coordinate implementation of the entire package.
