Systematise staff management, local levels told

The Ministry of Federal Affairs and General Administration has issued a circular to all employees of district coordination offices and local levels, urging them to make necessary arrangement for the mobilisation of employees to workstations they were previously assigned to.

“The Local Government Operation Act, 2017; the Employees Adjustment Act, 2017; and Provision on Service Delivery in Local Levels, 2017 have clearly stated that the concerned local levels shall manage the employees in the workstations they have been previously posted. Therefore, the local levels are requested to make the employee management systematic and regular,” read the circular issued today.

The local levels have also been told to communicate to their employees about this circular and recall them wherever they are. The circular said that the employee working in local levels shall be automatically deemed to have been adjusted in their previous workstations as per Section 85 of the Local Government Operation Act. “The employees, who are currently working in DCOs, may be deputed to their concerned local levels as necessary in case any of the municipalities or rural municipalities are facing shortage of staffers,” it said.

The MoFAGA has also directed local level employees not to leave their workstations without getting their leave or deputation approved by the concerned district coordination officer at the DAOs and chairperson or mayor of the local levels. The chief executive officers should handle the leave or deputation approval process of employees working in ward offices and service centres.

Earlier, the MoFAGA had told the DCOs, municipalities and rural municipalities to exercise prescribed financial powers in an economic and transparent way and to distribute security allowance to the beneficiaries through banking channel in their jurisdictions where banks and financial institutions exist.

The MoFAGA has also urged the DCOs and local levels to expedite the process of owning assets, liabilities and arrears from previous district development committees, village development committees and municipalities to prevent misuse of moveable and immovable property. The ministry has designated seven joint secretaries for each province to facilitate and monitor the functioning of the local levels and to coordinate in dispelling confusion about new laws.
