TRC, CIEDP blame lack of regulations for their inability to deliver

Kathmandu, January 8

The Truth and Reconciliation Commission and the Commission on Inquiry into Enforced Disappearances Persons today told a parliamentary committee that they were unable to deliver due to the lack of regulations.

To deal with transitional justice issues, the government had established the two commissions around a year ago.

Addressing the meeting of the Social Justice and Human Rights Committee of the Parliament, chairpersons of both the commissions blamed lack of regulations for their inability to deliver.

Due to the differences between the political parties, the Cabinet has been delaying approval of the regulations.

Addressing the meeting, Chairperson of the TRC Surya Kiran Gurung said his commission had suggested to the government to approve the regulations five months ago following a discussion on the need for formulating necessary laws to deal with issues of transitional justice.

Chairperson of CIEDP Lokendra Mallik also said his commission has been waiting for the government to approve the regulations, so that they may initiate action against those found guilty of crimes committed during the armed insurgency.

Secretary of the Ministry of Peace and Reconstruction Ishwori Prasad Poudel told the meeting that the ministry was waiting for the Cabinet to endorse the regulations.
