Locals here are at their wits’ end as there happens to be a single land ownership certificate in the name of 34 different persons from various communities at Pipalla of the Dipayal Silgadhi municipality. The ownership certificate for 51 ropanis of land is common for various castes — Chhetri, Damai, Kami and Parti — for the past 20 years.

Baji Damai, a local, said: “The government survey team provided a single land ownership certificate to us.” Prem Bogati, chief of the Doti land revenue office, said: “If legal procedures are fulfilled, these people can be provided with separate ownership certificates.”
