Breaching of CPA riles rights body chief
KATHMANDU: Chairman of National Human Rights Commission Kedar Nath Upadhyaya today expressed dissatisfaction over the continued violation of Comprehensive Peace Accord (CPA).
Issuing a message on the occasion of International Human Rights Day, Upadhyaya called on the government and political parties to respect the rights of the people and punish violators of human rights so as to end impunity in the country.
The degrading rights situation has also worried the NHRC chief.
He also expressed discontentment over non-formation of commissions on disappearance, truth and reconciliation as well as on peace and reconstruction, as required by the CPA, signed on November 21, 2006.
He noted the bodies would be crucial for the success of the peace process.
"The increasing cases of rights violation have questioned the country's law and order situation," Upadhyaya stated.
The NHRC chief was also dissatisfied with the activities of the parties concerned, which flouted the spirit of the CPA and interpreted it as per their interest.
Stating that the government did not make efforts to punish the guilty involved in crimes during the decade-long conflict and to return seized property to rightful owners, Upadhyaya appealed for respecting the rights of the victims on human grounds.
He said the government could not punish the guilty and minimise caste-based discrimination despite the commitment it made on various occasions.
