Kapilvastu: Maoists, saying that citizenship certificates were provided to non-Nepalis, seized and submitted 14 doubtful citizenship certificates to the District Administration Office on Monday. The Maoists had seized for investigation 32 certificates distributed by the team deployed in Baluwa VDC.
