KATHMANDU, JANUARY 10
Minister for Communications and Information Technology Jagadish Kharel has directed the Department of Information Technology to take steps to make the Government Integrated Office Management System (GIOMS) mandatory in all ministries.
Addressing a programme at the Department on Thursday, Minister Kharel said the government must move towards a paperless system to improve efficiency, transparency and service delivery. He urged concerned agencies to ensure GIOMS is implemented across ministries within the current government term, linking the system to good governance and institutional efficiency.
Emphasising the role of information technology in economic growth and governance, the minister said the Department of Information Technology needs policy and structural reforms to meet evolving demands.
At present, GIOMS has been implemented at the Ministry of Finance and the Ministry of Communications. Developed by the Department of Information Technology, the system is designed to streamline government work through a single digital platform, enabling electronic orders and decisions, file comments, registration and dispatch of letters, attendance recording, leave and tour approvals, and record management using mandatory electronic signatures.
On a separate note, Kharel, who also serves as the government spokesperson, expressed confidence that elections would be held on schedule and said a youth-dominated parliament and government would significantly contribute to the growth of Nepal's information technology sector.
Meanwhile, Radhika Aryal, Secretary at the Ministry of Communications, called on the Department to further modernise its operations, while Department Director General Chandra Saha said policy and structural reforms would help make the Department more technology-driven.
