Dr Dinesh Chandra Pokhrel is Nepal Police's Acting Chief

KATHMANDU: An emergency meeting of the Cabinet on Monday evening appointed Additional Inspector General Dr Dinesh Chandra Pokhrel the acting chief of Nepal Police.

The government was forced to make an amendment to the Police Regulation, 2014 in order to make an ad hoc arrangement after Jaya Bahadur Chand's appointment for the top cop job was stayed by the Supreme Court yesterday. The apex court issued another order today staying the government decision.

Though from technical stream, Dr Pokhrel is the senior-most official left in the police organisation after the mandatory retirement of Inspector General Upendra Kant Aryal and 11 other AIGs. They retired today due to 30-year service limit. Three other DIGs also retired.

The Rule 46 of the Police Regulation was amended to pave the way for the acting chief's appointment, according to the statement issued by the PM's Secretariat.

The Rule 46 lets the government appoint the Acting Inspector General if the post of Inspector General remained vacant and the regular work would be affected due to that.

Four DIGs -- Jaya Bahadur Chand, Nawa Raj Silwal, Prakash Aryal and Bam Bahadur Bhandari -- were contenders for the top post as all the non-technical AIGs were retiring on the same day along with the IG.

Claiming that he was the senior-most and most competent among the contenders, Silwal had moved the apex court to challenge the government's decision, which he said violated the Rule 41 of Police Regulation.

KATHMANDU: An emergency meeting of the Cabinet has been called at the Prime Minister's official residence in Baluwatar on Monday evening to make a crucial decision on Nepal Police's ad hoc leadership after Jaya Bahadur Chand's appointment as the police force's Inspector General was stayed by the Supreme Court.

With speculations that Additional Inspector General Dr Dinesh Chandra Pokharel, who is the director of Nepal Police Hospital, could be picked as the Acting Inspector General, it is widely reported that the Cabinet could amend the Police Regulation, 2014 today.

The acting chief would lead the Nepal Police till the apex court's final verdict on the controversial appointment.
