The Ministry of Federal Affairs and General Administration has issued the 'Local Economic Development Evaluation Procedure, 2022' to assist the local governments in promoting local economic development through evaluation of overall aspects in their respective areas.

The procedure has determined three thematic areas for local economic development evaluation. They include economic policy and plan, economic development infrastructure, economic empowerment, and entrepreneurship development and industrial promotion. This procedure requires the District Coordination Committee to carry out evaluation of local economic development indicators by itself or through a third party.

The evaluation is carried out on the basis of details entered into the web-based system by the local levels concerned.

"The DCC will conduct evaluation on the basis of details received from the local levels and disclose the final results. The DCC may coordinate with representatives of industry and business sectors for evaluation," the procedure made public by the MoFAGA says.

It requires the DCC to complete the evaluation by mid-January and publish it by mid-February for each fiscal through its website, besides submitting the same to the MoFAGA and the Office of the Chief Minister and Council of Ministers of the province concerned. "The Office of the Chief Minister and Council of Ministers will prepare a consolidated report of the evaluation and make it public," it reads.

Similarly, the MoFAGA will consolidate report of evaluation results as received from the provinces and provide it to the Ministry of Finance and the National Planning Commission.

The government will conduct capacity development programmes in the local levels which are found below mark in evaluation results. The MoFAGA may also announce the names and other details of meritorious local levels and award them. The results will be used for planning various programmes for local levels.

Earlier, the government had issued the 'Local Level Institutional Capacity Self-evaluation Procedure', which requires the local governments to carry out self-evaluation of their overall performance every fiscal. It aims to identify strengths and weaknesses of local governments through assessment of their performance and outcomes in a bid to make them competitive and more effective.
