India’s Election Commission will help Nepal conduct its November polls, the first Constituent Assembly election after the monarchy’s fall, only if the authorities make a request, it was announced on Thursday. “These are very sensitive issues. The Election Commission cannot offer its assistance unless there is a request from proper authorities,” Chief Election Commissioner N Gopalaswamy said after delivering a lecture at the Foreign Services Institute here.
