International community miffed at govt
KATHMANDU: Donor agencies, the UN and the association of INGOs working in Nepal today said they were facing several problems due to undue interference in the tendering process.
Reiterating their commitment to impartiality, accountability, transparency and inclusion in the development cooperation as expressed in their basic operating guidelines, they urged the government, political parties, other groups and stakeholders to uphold the guidelines. They have also appealed to the political parties to respect those principles in their endeavour to support Nepal's development.
The guidelines were brought in 2003 when Nepal was at the peak of an armed conflict. The BOG states that the international community's assistance would be focused on reducing poverty, meeting the basic needs and enabling the communities to become self-sufficient. It adds that the assistance would be transparent, the poor would be involved in the planning, management and implementation of the programmes and staffers would be recruited not on the basis of their political affiliation and other considerations.
The international community has been trying to press the PM, ministers and the political parties to implement the BOG.
