Kavre struggling with local level planning

The recently elected local level representatives in Kavre are having a tough time prioritising development activities, with the government failing to fix the budget ceiling. The Local Level Planning and Budget Formation Guidelines 2017 under the new constitution has set a July 29 deadline to decide on development activities at the local level and come up with ward-level development plan accordingly.
“We’re working on the local level plan, but the fact that there is no clear provision for budget ceiling has hampered our planning, said Namobuddha Municipality Mayor TP Sharma Timalsina. He added that the present state of affairs was also likely to affect the municipality’s ability to unveil its policies and programmes within the deadline.
Bethanchwok Rural Municipality Chairperson Prem Bahadur Timalsina rued that the Ministry of Local Development had remained apathetic towards fixing the budget ceiling.
