PM to address Parliament twice a month: UML leader Pokhrel

KATHMANDU: CPN-UML leader and Parliamentary Regulations Draft Committee coordinator Krishna Bhakta Pokhrel has said that new provision has been drafted in to make Prime Minister address the Federal Parliament twice a month.

Speaking at an interaction programme in Kathmandu, on Tuesday, Pokhrel said, "Parliamentary Regulations Draft Committee is preparing Parliamentary Regulations."

"A provision is to be incorporated in the new regulations that any lawmakers charged with criminal offence and sent to judicial custody will be automatically suspended from the post," Pokhrel shared.

Earlier, lawmakers post were intact despite serving their jail sentence. However, the new rule would strip their posts until final verdict on the case is delivered by the court, Pokhrel added.

"As per the court decision, if the accused is found to be innocent then the suspension would be lifted, otherwise, the person would be relieved of duties," Pokhrel informed.

"If any lawmaker is found guilty, then he/she should contest in re-election in their constituency to be re-elected to the parliament, as mentioned in the new regulations," Pokhrel said.

"The new regulation would also provision the Prime Minister to be liable to the parliament to increase accountability," UML leader Pokhrel reiterated.

He further stated that the issues raised by the Ministers and Prime Minister during special and zero hour sessions of the parliament should be answered by the concerned Ministers as per the new regulations.

He also said that new provision would entitle the lawmakers to inform their issues to the parliament before addressing the Federal Parliament.

Leader Pokhrel further informed that the preparations are underway to propose 10 Parliamentary Committees in the parliament.

Meanwhile, the new regulations report would be tabled in the upcoming parliament after holding discussions with the chief whips of all the political parties.
