A video has surfaced showing a police constable being tortured by another police officer on the premises of District Police Office, Siraha.
The video of the incident, where police constable Anu Ray is seen being tortured with hands tied, has gone viral.
Inspector Hemant Rai has been accused of inflicting torture on Anu Ray. In the video, Anu Ray is seen crying and pleading to stop the torture.
In the video, when he is asked by an unidentified person whether he consumed alcohol, he responds, "I haven't consumed alcohol, please untie my hands. If it is proven that I consumed alcohol, I will resign."
Inspector Rai, who is seen in the video conversation, can also be heard saying that he will take action after investigating whether Anu Ray consumed alcohol. He directs the subordinate police personnel present to take necessary action.
Victim Anu Ray, in the video, can be heard saying, "Don't torture me like this; kill me if you want." The video exposes how high ranking security personnel treat subordinates in the police force.
Deputy Superintendent of Police Rabindra Raj Pandey, however, denied that constable Ray was tortured at the DPO.
"The incident happened but it did not happen the way it has been reported in the media," DSP Pandey said.
Madhes Province Chief DIG Janak Bhattarai, said that he was informed about the incident. "I have formed a probe committee to investigate it," he said. He said that action will be taken as per the committee's report.
