Government employees on Wednesday threatened to boycott the election if the Tarai problem were not solved before the polls.

They submitted a memorandum to Prime Minister GP Koirala through the local administration. A meeting of teachers, civil servants and NGOs held on Tuesday came up with a six-point charter of demands.
