The ruling parties have reached the final stage of their most awaited Common Minimum Programme.

Nepali Congress, CPN-Maoist Centre, Janata Samajwadi Party-Nepal, CPN (Unified Socialist), Janamat Party, Loktantrik Samajwadi Party-Nepal, Nagarik Unmukti Party, Rastriya Jan Morcha, Nepal Samajwadi Party, and Aam Janata Party have prepared a minimum common programme mentioning the priority work of the government. .

The CMP has mentioned that transitional justice work will be completed within two years, the police force will be adjusted within six months, and the time taken to avail government services will be reduced by one-third.

The government in the CMP has stressed the need to strengthen the federal democratic republic by introducing necessary measures to institutionalise it, including the Federal Civil Service Act, the Citizenship Act, the Education Service Act, and the Health Service Act, among others.

The government will also work towards amending federal laws that contravene the jurisdiction of the province and facilitate formulating statutes that are under the jurisdiction of the province.

Likewise, the government has said the jurisdiction and interrelation between the three tiers of government should be operated on the basis of cooperation, coexistence and coordination for the implementation of federalism.

For that, the government has decided to transfer the agencies under various ministries that are yet to be transferred to the provinces as per the constitution.

The government has also included the distribution of revenue and resources in a balanced and equitable manner between the federal, province, and local levels to enable the province and local levels financially, administratively, and organisationally in a bid to provide services to the people.

The CMP has also stressed the need of effective implementation of the constitutional provision of a proportional representation system to ensure the right to social justice. The government has also included facilitating the management of necessary employees at the province and local levels in accordance with the constitution.

As per the CMP, the government is all set to introduce an election law with necessary provisions to ensure the voting rights of Nepali citizens living abroad.

The government, in its common minimum programme, has said that it will ensure that no Nepali citizen should be deprived of citizenship certificate and the rights enjoyed by citizens. According to leaders, the draft is yet to be finalised.
