Member Secretary Bista issues White Paper

National Sports Council (NSC) today made public the White Paper of the previous four years at the Olympian semi-covered hall.
As promised on the day he assumed his office, Member Secretary of NSC Keshab Kumar Bista came up the White Paper, the detailed report of the works done by his proceeder Yubaraj Lama.
The White Paper, prepared by seven-member committee, mainly focuses on the financial and infrastructural development aspects of Lama’s tenure. The document has given due credit to Lama for his initiation in infrastructure development and national team preparation among others, while it also criticises the former sports supremo of doing wrong deeds including hiring of 111 staff without following procedures and not taking necessary initiation in reducing arrears.
“I think we have made a positive start by making White Paper public as the people have right to know about the activities of the NSC,” said Bista. “I received a lot of unwanted pressure from top, but I stood firm on my decision,” he added.
He also said he was not afraid of others making it public after his departure from the NSC. “I will make public my activities of 100 days and come up with annual report. And I would be happy if my successor gives continuity to it,” said Bista.
Asked about his perception on Lama’s tenure, Bista was quick to say that the documents spoke everything. “I am not the one who evaluate the previous Member Secretary’s works. This White Paper speaks everything,” he said. The White Paper has mentioned 14 positive works of the last four years, while it has 17 negative points.
According to the White Paper, the NSC had Rs 534.87 million in arrears and Rs 382.76m was freeze and NSC had the income of Rs 68m in the past four years. The White Paper was prepared by a team of NSC officers Kamal Khanal (convenor), Tilak Bahadur Raut, Kul Bahadur Thapa, Prakash Ghimire, Dr Prakash Pradhan, Indra Bahadur Karki and Siju Shrestha.
