MoYS issues 26-point instruction to NSC
- Directs the sports governing body to seek its approval in maximum decisions

The Ministry of Youth and Sports today sent a 26-point instruction to the National Sports Council seeking its active role in maximum decisions of the sports governing body.
“The decisions were taken by Minister Rajendra KC today to make sports sector disciplined, praiseworthy and well-managed apart from establishing system,” said Joint-secretary and Spokesperson at MoYS Ram Thapaliya in a release. “The minister, who is also the president of the NSC, instructed the MoYS officials to make sure the implementation of the instructions at the earliest.”
As per the release, Minister KC has instructed the sports governing body to propose the nominations of the NSC officials regarding foreign trips and international meeting or seminars in the board meeting or take approval from the minister, who is also the president. “The member secretary and other officials of the NSC will have to submit the report within seven days of their arrival from foreign trip.”
“The minister also directed the NSC to prepare schedule and notify the MoYS about the national and international tournaments. The time limit is three months for international tournaments, while it is 30 days for national level events,” Thapaliya said. The minister also instructed the NSC to call its board meeting at least once in two months and take the decisions on grant-related proposals of sports associations from the meeting by making procedures. “The NSC needs to seek approval from the minister if the grants are to be allocated before the board meeting,” the release added.
In another instruction, the ministry has directed the NSC to submit the seventh National Games report at the earliest and ensure the advance settlement within 30 days. The MoYS also instructed the sports governing body to give priority to settle the complaints received by various bodies including Commission of Investigation for Abuse of Authority, Prime Minister’s Office and the MoYS.
Also, Minister KC asked the NSC to implement the procedures regarding the construction of infrastructure for 13th South Asian Games and produce the report to the ministry. “The NSC also needs to take the approval from the ministry before international participation and signing of the Memorandum of Understanding with foreign parties,” the release added. “And the ministry has also instructed the NSC to disseminate the administrative and economic power to department heads within 15 days,” it added.
At a time when the NSC had been rampantly giving affiliations to new sports associations, the ministry instructed the sports governing body to stop the registration for now. “The minister has asked the NSC to prepare registration procedures for new associations and produce it before the board meeting for approval.”
