PM-led authority meaningless, says Rayamajhi of UCPN-M

KATHMANDU: Secretary of Unified CPN-Maoist Top Bahadur Rayamajhi, who is also the party’s Deputy Parliamentary Party leader,  on Monday said formation of the Reconstruction Authority under the prime minister would be meaningless. Addressing an interaction organised by Reporters’ Club here today, Rayamajhi said his party would not be part of such an authority. “The PM is the head of government, if he becomes the head of the Reconstruction Authority to be formed, what difference will he be able to make?” he wondered. Rayamajhi said the government’s decision to form a Reconstruction Authority under the PM was nothing but a political gimmick. “Although our party leader Baburam Bhattarai has not shown any interest in leading the Reconstruction Authority, yet the government should have given him a chance to lead the reconstruction mechanism. He charged that the ruling parties were backtracking from the agreement reached among the four parties. “We had agreed to ensure 33 per cent participation of women in parliament, but now in the Constitution Drafting Committee, these parties are talking of ensuring only candidacy of 33 per cent women in the parliamentary election,” he added. Nepali Congress leader Prakash Sharan Mahat said the Reconstruction Authority that would be created as per today’s ordinance, would not be a perfect mechanism. Such an authority, he added, should have been formed immediately after the April 25 earthquake. He, however, objected to Rayamajhi use of the phrase ‘political gimmick’ saying UCPN-M leaders would become part of the mechanism as they would be ministers in the national government that would be formed soon. He said the donor agencies and countries might come up with their proposal to carry out some reconstruction works by themselves, but the government needed to tell them that they could do so only after coordinating with the government. He said if the Constituent Assembly had to settle federalism issues, including that of names and boundaries, then the CA could promulgate a constitution now without being transformed into a Parliament so that it could settle federalism issues later. CPN-UML Vice Chair Yubraj Gyawali criticised the government for not consulting all the stakeholders on the structure of the Reconstruction Authority before issuing an ordinance. “UCPN-M should also have been part of the process that decided to form the Reconstruction Authority,” he said, adding the government should have consulted other parties as well. He said foreign assistance for reconstruction efforts should be channelised through one window system.
