Prime Minister Pushpa Kamal Dahal said today as the political system and the constitution were in the best interest of people, the constitution must be implemented honestly.

Prime Minister Dahal said this while speaking at the presentation programme of the preliminary findings obtained from the study on improving the electoral system and management process in Nepal organised by the Policy Research Foundation and the Election Commission at Sing-ha Durbar. The prime minister said, "After many great sacrifices and initiatives of the people, we made the constitution through the Constituent Assembly.

We had to struggle for almost 70 years for that. Our constitution is a document of political agreement and compromise.

We all have our own views on various issues of the constitution. There will be disagreements on some issues.

However, it is also our responsibility to faithfully implement the constitution we made."

Prime Minister Dahal said that only after the full implementation of the constitution can one come to a conclusion about the problems and errors there. He said, "It is necessary to make indispensable laws for implementation of the constitution. Only after full implementation of the constitution can we come to the conclusion regarding the problems and errors there are in our constitution," said the PM. "Let's implement what the constitution says first.

Let's review what results it gives. The constitution should not be blamed without implementing its provisions."

He said basic issues should be reviewed only after the law is made. He said that people will not look at philosophy, theory and system, but only at the results.

The PM said, "Since the Civil Service Act, many laws are yet to be made. Let's work first, then review the basics. If we proceed to the review now, political instability may occur.

People don't look at philosophies, principles, systems, they look at the results in their lives. No matter how good the system is, if people don't accept it, it becomes a problem.

The people are decisive."

Jhalanath Khanal, Madhav Kumar Nepal, and leaders of NC, CPN-UML, CPN-Maoist Centre and other parties also spoke on the occasion.
