Nawaraj Silwal challenges IGP appointment once again

KATHMANDU: Deputy Inspector General of Nepal Police Nawaraj Silwal has once again moved the court to challenge the government decision on the Nepal Police chief's appointment.

Silwal, who was one of the four contenders, filed a writ at the Supreme Court, seeking revocation of the Cabinet decision on Prakash Aryal's appointment as the Inspector General of Police and his elevation to the post.

In his writ petition, Silwal has claimed that the Cabinet decision did injustice to him, according to Spokesperson Mahendra Upadhyaya.

Silwal has claimed that he has one more point (263) than Aryal's 262 in the four-year evaluation.

The government, however, had said yesterday that Aryal was chosen to lead the police force based on merits.

Earlier, Silwal had challenged the government's February 12 decision to appoint Jaya Bahadur Chand as the IGP and got it revoked.

In its March 21 verdict, the Supreme Court had observed that Silwal had fared best in merit and seniority among the four contenders, and directed the government to appoint the most competent contender the Nepal Police chief as per the Rule 41 of the Nepal Police Regulations, other established norms, the chain of command of Nepal Police and petitioner [Nawaraj Silwal]’s legitimate expectation. This was widely interpreted as the SC's order to appoint Silwal the IGP.

The apex court will fix pleading date on Silwal's writ tomorrow, according to Upadhyaya.
