KATHMANDU, SEPTEMBER 25

Citizenship certificates will be distributed to Non-Resident Nepalis following the publication of the Nepal Citizenship (Third Amendment) Regulation, 2080, in the Nepal Gazette.

At a program organized by the Forum for Women, Law, and Development, the Chief of the Citizenship and Identity Card Management Section at the Home Ministry, Krishna Bahadur Katuwal, shared that this provision has come into effect after the Regulations were published in the Nepal Gazette on September 21.

An arrangement has been made for non-resident Nepali citizenship certificates to be included in the citizenship documentation provided to non-resident Nepalis. He clarified that individuals acquiring this type of citizenship certificate would not have political rights.

According to the Regulations, those obtaining non-resident Nepali citizenship certificates would enjoy social, cultural, and financial rights, but an oath requirement has also been established for them, as mentioned by Katuwal.

The Regulations also include a provision that citizenship could be granted to individuals above 16 years of age if their father or family refuses to sign for the citizenship certificate, based on the signature of a people's representative.

Similarly, citizenship certificates could be provided to children raised in government-certified orphanages based on recommendations from local governments.

Likewise, the Regulations have a provision for granting citizenship certificates to individuals who have already acquired citizenship but wish to change their gender status on the citizenship certificate after a decision by the Cabinet, supported by a certificate from the Ministry of Health and Population.
