NVC submits annual report to PM

KATHMANDU: The National Vigilance Centre submitted its 13th Annual Report to the Prime Minister Sushil Koirala today.

Centre Secretary Ramesh Kumar Sharma handed the annual report to the Prime Minister at his official residence at Baluwatar. The report incorporates the works carried out by the Centre in the Fiscal Year 2014/15.

As per the report, the Centre cleared 1098 (69 percent) complaints out of the total 1,588 including 973 complaints it received in the Fiscal Year 2014/15 and 615 complaints that were in backlog from the Fiscal Year 2013/14.

Receiving the report, Prime Minister Koirala urged the Centre to work more proactively for rendering the service delivery of the public bodies effective and qualitative.

“I had read the Centre’s report; now is the time for it to move ahead proactively. All should feel the change. The government will provide whatever support it can for fulfilling the Centre’s needs and addressing its problems. You go ahead with your work in a responsible manner,” he said.

The Prime Minister stated that the Centre has played important role towards making the services provided by the public bodies effective, maintaining the standard of the development and construction works, preventing financial irregularities, carrying out technical audit of development projects and promoting awareness against corruption. He urged the Centre to make its works more effective in the days ahead.

The Centre has said that during the Fiscal Year 2014/15, various capacity building trainings were conducted for technical inspectors working in projects like road/rural road, bridges (along with suspension bridge), irrigation, building construction, airport, drinking water and sanitation among others.

The report further states that the watchdog authority conducted a thorough study of 12 sectors prone to misappropriation of the fund or corruption. Similarly, 12 district-level seminars were also held during this period.

In addition, with an objective to regulate and manage the Centre through a separate Act and Regulations, a draft containing the proposed Act has been submitted to the Secretariat of Prime Minister and Council of Ministers.

The Centre has cleared all its arrears from 2002/03 to 2012/013 and by clearing its arrears totaling Rs 73,661, the Centre no longer has any arrears left to be cleared, the report states.

The National Vigilance Centre, which was set up in August 12, 2002 with an objective to establish good governance and to curb corruption through preventive measures in the governmental bodies has been submitting Progress Report every year to the Prime Minister since its establishment.

Present at the programme were Minister for Information and Communications Dr Minendra Rijal, Minister for Forests and Soil Conservation Mahesh Acharya, Chief Secretary Dr Somlal Subedi among other high-ranking government officials.
