‘Prepare for overhaul of bureaucracy’

Chief Secretary Somlal Subedi has issued a five-point directive to all secretaries to lay the groundwork for restructuring the bureaucracy in the federal setup.
The directive follows the government’s decision to restructure ministries, commission, secretariats and offices in line with the new constitution. “The secretaries of the concerned ministries should act accordingly,” said Subedi.
The directive seeks formulation of plans and strategies to reconcile human resources and logistics as per the need in the federal setup.
Similarly, the secretaries have been instructed to activate the restructuring technical committee earlier constituted under each ministry.
The directive says that the committee will carry out necessary work for restructuring concerned ministries and submit its report to the Ministry of General Administration every 15 days. The country will have seven provinces, according to the constitution.
The concerned secretaries will formulate necessary plan for amending existing laws to make them compatible with the new arrangement and also prepare a profile of their human resources and infrastructures.
The bureaucracy has also decided not to increase the posting of civil servants unless the government needs more employees in the new setup.
