SAC passes key bill on formation of state assembly and House of Representatives

KATHMANDU: The State Affairs Committee of the Legislature-Parliament today passed the bill related to the formation of the state assemblies and the House of Representatives.

Article 176 of the Constitution of Nepal- 2015 has made provision for the formation of the State Assembly while Article 84 on the formation of the House of Representatives.

The bill was passed in the Committee meeting after the lawmakers including Radhe Shyam Adhikari and Shankar Bhandari of the Nepali Congress withdrew the amendment proposal to the bill, which stipulated that the corrupted people should be allowed to contest the election.

Earlier, 19 lawmakers from the Nepali Congress had registered the amendment proposal in the committee, stating a person convicted of committing corruption should be allowed to contest the election after three years of the conviction, if that person wanted to contest any election.

The government had decided to hold the state assembly and the House of Representatives elections on November 26 and December 7, 2017.

However, preparations for the election were hampered in the absence of the related laws.

Ganga Lal Tuladhar, Ishwari Neupane, Bikram Bahadur Thapa, Ananda Prasad Dhungana, Rekha Sharma, Bamdev Gautam, among other lawmakers had put their views on the bill in the meeting today.

Committee President Dil Bahadur Gharti would be presenting the bill in the Legislature-Parliament today itself.
