A book titled 'Cyber Aparadh: Anusandhan, Aviyojan Ra Nyaya Nirupan' (Cybercrime: Investigation, Prosecution and Adjudication' by Ratna Bahadur Bagchand, acting chief judge of Tulsipur High Court, has hit the market.
Justice of the Supreme Court Anil Kumar Sinha launched the book amid a function here today in Kathmandu. On the occasion, Sinha admitted that there was an inability to increase the court's capacity to handle current affairs like cybercrime as the judiciary had allocated only 0.35 per cent of the total budget of the country for the same. He sought the allocation of at least one per cent of the total budget of the country to handle cases of cybercrime.
Similarly, President of Nepal Bar Association senior advocate Gopal Krishna Ghimire stressed the need to carry out investigations so as not to book the innocent in cases like cybercrime.
Writer Bagchand said it took him around a decade to write the book upon being inspired by a case that landed in Patan High Court. Stating that Nepal Telecommunications Authority had provided assistance in establishing the only forensic lab at Cyber Bureau of Nepal Police, NTA Chairperson Purushottam Khanal called for initiatives to establish many forensic labs in the country.
General Secretary of Federation of Computer Association of Nepal Chiranjivi Adhikari said, "The victims will not get justice until the judicial sector understands technology." He stressed the need to form a unified network of cyber security and create awareness about cyber security through art, music and literary sectors.
Former justice Shree Krishna Bhattarai, who holds a PhD in cyber law, shed light on the importance of the book.
He expressed belief that this book would fulfil the shortage of a book published so far covering the three areas of cybercrime: investigation, prosecution and adjudication.
Reviewing the book, Information and Technology Academy, Lumbini Province's executive director Anup Baskota viewed that the contents of the book were informative and useful. Attorney General Dinamani Pokharel, chief of Crime Investigation Division and Additional Inspector General of Police Kiran Bajracharya highlighted the significance of the book. The book divided into seven chapters is published by Manisha Gajurel Bagchand.
