Dhulikhel Municipality refuses to provide land for building prison

Uncertainty loomed large over the proposed construction of a new prison facility in Dhulikhel, Kavre, after the municipality refused to provide the required land that it identified as a tourist site.

Earlier, a Local Recommendation Committee meeting headed by the then chief district officer had requested the Home Ministry to allocate 12 ropani land in Ward No 11 of Dhulikhel Municipality for construction of a prison house. The ministry had then corresponded with the Forest Department and the latter with the District Forest Office for the same. The municipality has recently identified the sought land as a tourist site and informed of its plan to develop a park at the site.

Jailer Mahesh Kumar Pokharel of Kavre rued the setback and blamed local political party leaders and the forest committee for failure to acquire the land. It is learnt that the prison administration is now mulling over using Banepa Municipality’s Nasikasthan Sanga-based public land to develop the proposed prison facility.

The present prison house in the district was a one-time stable during the Rana regime, and the prison administration is facing a hard time housing the increasing number of inmates in the facility.

As per the government criteria, the proposed prison house will be inmate-friendly and feature a sports ground and separate custody and lavatories for males and females.

The government is looking for a public land in places such as Sanga, Banepa, Dhulikhel and Kavre Bhanjyang to develop the district prison house.
