KATHMANDU, JULY 4

The National Human Rights Commission has made five recommendations to the Office of the Prime Minister and the Council of Ministers to ensure justice to the victims of various incidents.

According to the rights body, a meeting held on Thursday decided to make these recommendations to the Government of Nepal after launching necessary investigation into the complaints filed with the NHRC.

It said the government was told to provide a cash relief of Rs 275,000 to Ganga Prasad Paudel of Lukhu Tamakoshi Rural Municipality, Ramechhap, along with the provision for further medical treatment. Paudel was injured in a landmine explosion on 13 November 2002.

Similarly, the NHRC has recommended that the government provide a compensation of one million rupees to the legal heir of Shailendra Srivastav of Behaiya, Rupandehi.

Srivastav was among four persons killed in police action during the Madhes Movement on 18 September 2015. Though the government had provided compensation to the kin of other victims, Srivastav's family has yet to receive compensation.

In yet another decision, the rights body has told the government to provide cash relief of Rs 200,000 along with further provisions for medical treatment to Kul Prasad Bhattarai of Kalikot. He is a Maoist cadre who was injured during the conflict-era.

He is undergoing treatment at the Trauma Centre. Earlier, he had attempted to commit suicide by consuming poison on the premises of the Ministry of Home Affairs for allegedly denying him assistance for medical treatment. Ram Bahadur Thapa was the home minister at that time. He had also staged a fast-untodeath, demanding support for his medical treatment.

Meanwhile, the NHRC said it had launched an investigation into a complaint lodged with the rights body seeking protection of his right to live.

Bishnu Tamang of Melamchi, Sindhupalchowk was allegedly arrested and shot at by plainclothes cops in Tokha, Kathmandu in 2019 for no apparent reason. He was injured in the incident.

The rights body said the case was sub-judice at Kathmandu District Court and documents related to the incident and police inquiry would be sought for further action.

Likewise, the NHRC has initiated an investigation into the death of six persons, including Rajendra Kumar Raut, in Saptari, during the Madhes Movement on 27 January 2016.
