In the lack of proper law, construction labours are in danger

Himalayan News ServiceKavre, April 11: Although it is heard that the government is doing something for the shake of construction labours but in fact, they are facing a plenty of inconvenience either in their daily lives or about their health since the law has been yet to be implemented. Because of this the lives of millions of such labours are getting troubles in maximum manner. Besides, in case they are committed with any accidents and become disabled, they are provided compensation under the partiality, there is partiality in distributing the amount provided as compensation.According to data issued by the government, there are 7.2 millions of agricultural labours among which about 3 lakhs of labours are belonging to construction labours. About neither it neither the government has nor any trade unions has any clear cut data. Actually, the problem can be seen in this sector because most of the sectors in the country including industries, factories, construction of roads and mending electricity have been totally influenced by the foreign labours.In other hand, the government has not taken the issue as better concern, so the labours entangled in small range works have been badly affected. Actually, in 1960 when people’s great leader Bisheswor Prasad Koirala was the Prime Minister of Nepal, a proper law and order had been made for the shake of workers involved in factories, industries. The law was comparatively useful for the shake of their health and job security.However, some more laws and acts introduced in 1990 when the constitution of Nepal was made after the restoration of democracy are found to have been fruitful for the workers of any department.Although the acts introduced in 1990 has been trying to do favour for the shake of workers of factories, industries and other sectors, so far about their job security, providing medical allowances and any other indispensable facilities the government has been yet to do something as a result, the trade unions are looking unsatisfied from the government. They add that the government should be serious about how to promote their standard by developing their quality so that they would be playing good role in the production of quality goods. For the shake of such people since the existing laws and acts are seemed to be not so effective in socio-economic as well as political points of view, the government can never be free from being responsible in solving their problems. Regarding this, the government can not escape from the reality, said Yuraj Sharma, a chief of the project engineer. The reasons either they are manufactured intentionally or what, they can affect in their mentality so the project is found to have been conducting several such burning issues scattered in the country since last year. In order to be free from such problems everybody should be serious. In case, negligence is done by higher level persons, there may be maximum chance of happening such big incidents. Meanwhile, the experts of the concerned sectors say that the labours are being paid compensation according to the incidents which they are committed with, there is not any chance of occurring any misunderstanding between the concerned companies and the workers. Any way, for controlling such incidents, immediate steps should be taken by the local administration in the favour of the suffering workers, said Lalit Bahadur Thapa, Director General of Labour Department.Further to this, he said until and unless the workers should be provided the facilities like job security, medical allowances or the workers are supposedly free from such tense, the concerned companies or factories will not be efficient enough to produce quality goods.Regarding this state minister of Labour and Transport Management said that so far about the labours involving in construction work the government is very serious with the view of combining both organised and non-organised labours in connection with their job guarantee and medical allowance, the government is going to introduce bill in the parliament.
