March 12 attack on uml men : Report pins blame on YCL

A study report has stated that Hemantmani Poudel of the Young Communist League (YCL) was mainly to blame for the March 12 attack on a CPN-UML team in Preeti VDC, in which UML candidate from constituency no. 1 of Ramechhap district Dev Shankar and 11 UML candidates were hurt.
The report, prepared by the Human Rights Treaty Monitoring Coordination Committee (HRTMCC) of the Informal Sector Service Centre (INSEC), was made public by the INSEC.
UML lawmaker Kamal Sunuwar, Bagmati zonal member of the UML Angababu Lama, Chitra Bahadur Karki, Khadga Bahadur Sunuwar, Shanti Prasad Poudel and Subash Lama were among the injured. The report said that the attack is a violation of the right to expression.
According to the report, prepared after conducting a five-day visit to the site, around 50 YCL cadres, including Hemantamani Poudel, Teke Sarki and Uddab Poudel hurled stones and thrashed the UML cadres and the candidate. The report said the state’s inability to put an end to impunity has only encouraged such activities.
It said though the UML team had asked police to provide security, their request was not heeded. This incident shows that the security organ is irresponsible, the report said.
Pointing at “warnings issued by the CPN-Maoist in the districts, it said “such a tendency many deprive the people of their right to vote for their favourite candidates.” The HRTMCC has urged the government to punish the culprits and security personnel.
It has sought compensation for the victims and demanded that property looted from them be given back and urged the CPN-Maoist to follow the poll code.
